Job Description

The Municipality of Central Elgin is a progressive, growing urban and rural municipality located on the shores of Lake Erie in Southwestern Ontario. The Municipality is home to 13,000 living in both an urban and rural environment. 

Currently, the Municipality is seeking a progressive, eager, and initiative taking individual to join the Central Elgin team.
Reporting to the Deputy Clerk, the Communications Coordinator will play a key role in implementing and supporting both internal and external communications efforts of the Municipality of Central Elgin. The role will develop and implement communication plans; support the dissemination of the information to various stakeholders through engaging digital and print resources and materials; and design, create, and assess communication efforts within the Municipality, with a goal of enhancing user experience and increasing awareness of the Municipality's services and relevent policies and processes.

Principal Responsibilities:
Communications/Public Relations
  • Assist in developing and implementing communications programs that are measurable and help achieve business goals
  • Develop and maintain a comprehensive communications plan and style guide for the Municipality
  • Administrates public presentation of Council meeting streams 
  • Support strong, trusting, productive working relationships with staff at all levels within the organization
  • Support the development of community engagement by planning, coordinating, and delivering communications that contribute to positive relationships with diverse stakeholders
  • Evaluate and measure continually the effectiveness of communications channels and recommend opportunities for improvement.
  • Plan, create, and revise Municipal marketing tools (websites, social media platforms, annual reports, operating and straregic plans etc.), including internal and external communications templates. 
  • Research, write, and produce content including presentations, news releases, brochures, website copy, social media copy, videos, etc. 
  • Conduct research and develop measurement of communication success
  • Champion and demonstrate creative and innovative approaches to communication.
  • Support the Sr. Management team and broader organization with ongoing project management, monitoring and results reporting
  • Coordinate stakeholder engagement to conduct research, plan logistics, and respond to issues
  • Provides support for organizing and executing public relations, special events, and meetings
  • Assists the Clerk and Deputy Clerk with the delivery of municipal elections.
  • Assist and support a variety of special projects. 
Problem Solving / Judgement:
  • Tactful and diplomatic communication with the public and the media
  • Preparation of press releases, reports and development of policies
  • Maintains confidentiality concerning private matters and issues
  • Deciding proper content and format of certain reports
Minimum Qualifications:
  • Post Secondary Education (College Diploma or University Degree) with a major in communications, public relations, journalism, or related field. 
  • Knowledge of communications best practices, processes, trends and tools
  • In-depth knowledge of principles of writing, including grammar and style, coherence, attention to detail and proofreading.
  • Demonstrated experience managing websites using content management systems, familiarity with search engine optimization.
  • Excellent communication skills, both oral and written, to provide information to the general public, liaise with outside agencies, etc. 
  • Abiltiy to analyze metrics and consider past communications to craft engaging written communications. 
  • Interpersonal skills to maintain pleasant and effective relations with staff and the public. 
  • Excellent report writing and presentation skills.
  • Strong project and change management skills, ability to meet deadlines
  • Demonstrated tact and diplomacy skills and the ability to handle confidential matters with discretion.
  • Experience in municipal or other government settings is an asset. 
Interpersonal Skills/Contacts:
  • Communicate and relate with the Mayor and Council, CAO, Management, other employees, the public and media on administrative matters, municipal policies, programs, and by-laws. 
  • Maintain a good relationship, exchange information and represent the best interests of the Municipality with solicitors, auditors, ministries, agencies, etc. 
Work Schedule:
  • Regularly scheduled 35-hour work per week consisting of daytime, evenings, and occasional weekends, including one hour lunch and breaks.
  • Will require regular attendances at meetings of Council as scheduled; Work may exceed normal hours attending meetings.
  • Responsible for scheduling of work to ensure that deadlines are met. 
Compensation:
  • $33.24 - $37.99 per hour
