Summary of Duties:

Reporting to the Division Manager, Taxation and Revenue, the Project Manager, Property Tax Systems is responsible for the implementation of the property tax system modernization project, serving as the City’s property tax subject matter expert as the City implements a new tax software solution. This position will work collaboratively with the City’s Property Tax area, Information Technology Services (ITS), and the external software solution provider. This position requires a breadth of property taxation knowledge in Ontario, experience using multiple property tax software solutions, and appropriate information technology knowledge to ensure the successful implementation of the new property tax system. This is a temporary up to four-year position. 

Work Performed:

  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
    • Lead the procurement and implementation of the property tax modernization project including request for proposal process to improve services and adhere to financial reporting accountability requirements in the Municipal Act. 
    • Develop a project charter and detailed project plan that monitors clearly articulated milestones in accordance with project management methodologies and best practices. 
    • Create a project communication plan and change management plan including the development of materials and execution of various project activities.
    • Act as technical function lead and property tax subject matter expert during the implementation process.
    • Research and make recommendations for equipment to optimize use of the software to meet project and divisional needs to allow for greater efficiencies.
    • Design, develop, test, implement and sustain quality solutions in conjunction with ITS and software solution provider including data testing and cleansing. 
    • Develop training content and train software users to ensure business continuity through the implementation of the new system. 
    • Develop software standard operating procedures and processes ensuring implementation of best practices and Accessibility for Ontarians with Disabilities Act (AODA) compliance. 
    • Identify risks associated with the software and assist in providing solutions.
    • Engage with citizens, ITS, and the software vendor to ensure citizen focused customer centric implementation of the Property Tax Payer Portal.
    • Track progress, build reports and data visualizations for effective understanding and presentation of progress status of the implementation.
  • Responsible for supervising employees including hiring, coaching, administration, training and performance aspects of reporting employees. Respond to and refer sensitive and confidential human resource issues as required.
  • Provide updates, information and recommendations on the status of the project to the Division Manager, Taxation and Revenue with responsibility to operationalize identified goals and strategies. 
  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.

  • Fairly and consistently administer provisions of various collective agreements. 
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.  
  • Participate as directed on City of London and partner organization committees and teams.
  • Develop and recommend budget and initiate actions to operate within fiscal plans. Monitor and report as required.
  • Assist with the preparation of reports for Council and various Committees as required. 
  • Perform related duties as assigned. 
     

Qualifications:

  • University Degree in Business with a focus on accounting or in a relevant area of study or equivalent combination of education and related professional and lived community experience.
  • Three to five years related experience including property taxation in Ontario, vendor management, team leadership, project management, data management or supervisory responsibilities.
  • Certificate of completion of the Municipal Tax Administration Program (MTAP) and/ or Project Management Professional (PMP) Certification is an asset. 
     

Skills and Abilities:

  • Demonstrated knowledge and experience in property tax software technology and accounting principles. 
  • Demonstrated success leading or supervising employees, contracted services and consultants.
  • Demonstrated experience in project management in delivery of a software implementation project.
  • Strong organizational skills with the ability to work both independently and in a team environment.
  • Ability to manage a multi-faceted project while working within tight timelines. 
  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.
  • Ability to understand the importance of service delivery; develop and implement initiatives that support the Unit’s customers in a timely and effective way.
  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with school boards, banks, and community partners who access the property tax portal. 
  • Strong verbal, written, interpersonal, communication, facilitation, and presentation skills; demonstrated political acumen.
  • Computer literacy in Microsoft Office, and related software including property tax software, general ledger software and banking database applications. 
     

Compensation & Other Information:

$87, 024 - $113, 644

This posting is for one (1) temporary, full-time up to four (4) years position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: 100% in office.

These hours of work and work arrangement are subject to change in accordance to business requirements.
