Manager, Finance and Procurement, Regional Water

Summary of Duties:

Reporting to the Director, Regional Water, the Manager, Finance and Procurement, Regional Water is responsible and accountable to the Director and Chief Administrative Officer (CAO) for financial management and procurement oversight for Regional Water. This position will ensure alignment of financial and procurement processes, policies and procedures with Water Board governance requirements and obligations.

Work Performed:

• Provide leadership in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to goals and objectives for Financial and Procurement services for Regional Water. 
• Manage the procurement processes for Regional Water, including sourcing, purchasing, logistics, and administration. 
• Oversee the selection of suppliers, contract negotiations and supplier relationships for Regional Water. Oversee vender performance and financial related obligations within executed agreements, in accordance with the Procurement of Goods and Services and Disposal of Assets policy. 
• Ensure compliance with financial regulations and policies including preparing files for financial audits, reviewing reconciliations and coordination with external auditors.  
• Lead and participate in the development of annual operating and capital budgets. 
• Lead and participate in the annual year-end financial audit process and respond to inquiries from third-party auditors.
• Participate in the development of the Regional Water Financial Plan, Asset Management Plan and Master Water Plan.
• Approve processing of financial transactions (accounts payable, accounts receivable, general journal entries, etc.).
• Build relationships with interest groups, suppliers, and internal divisions in support of enterprise-wide collaboration including providing professional advice and interpreting information.

• Develop and implement strategies to mitigate risk, such as tariff issues, cost increases, and single supplier risks.
• Develop and recommend financial and procurement-related policies for Regional Water.
• Provide approvals and general oversight of obligations and requirements pursuant to the Procurement of Goods and Services and Disposal of Assets By-law for Regional Water.
• Develop, maintain, and update template procurement documents. Develop, maintain, review and approve standard terms and conditions.
• Responsible for managing employees including hiring, coaching, administration, training and performance of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Develop, monitor and maintain procedures and employee development programs to support business operations, maintain records for procurement/supply and finance employees, and ensure compliance with licensing/training requirements.
• Provide updates, information and recommendations to the Director, Regional Water on priorities with responsibility to operationalize identified goals and strategies. 
• Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports.
• Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances. May be required to provide representation at mediation and arbitration proceedings.
• Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.

• Participate in and support a culture of enterprise-wide collaboration across Regional Water, especially between municipalities and related service partners.

• Demonstrate commitment and adherence to Health and Safety legislation and programs, and actively promote a culture of safety with direct reports.
• Prepare reports and reviews for the Boards of Management as required.
• Identify, recommend, adapt and implement innovative, effective and efficient work practices and procedures to improve service delivery and the business responsibilities of the team. 
• Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics. 
• Prepare responses to inquiries from elected officials, media and the public as requested by the Director or Chief Administrative Officer for the Regional Water Systems.
• Perform other related duties as required.

Qualifications:

• A University Degree in Business Administration, Accounting, or a related discipline. 
• Five to seven years of accounting/finance experience with utility business operation and/or municipal finance.
• Certified Professional Accountant or Certified General Accountant is a preferred asset.
• Certified Professional Public Buyer (CPPB) designation or Certified Supply Chain Management Professional (CSCMP) designation, or equivalent is a preferred asset.
• Certified Municipal Officer designation or related certification is an asset. 
• Must possess a valid Class ‘G’ Driver’s licence and have available use of a vehicle.

Skills and Abilities:

• Demonstrated knowledge and experience in public sector accounting, generally accepted accounting principles, financial statement reporting and disclosures with an understanding of the Unit’s programs and services and how the work of the area aligns with the objectives of Regional Water. 
• Demonstrated knowledge of the Ontario Municipal Act, Canadian Free Trade Agreement (CFTA) and the Comprehensive Economic and Trade Agreement (CETA).
• Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services. 
• Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
• Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
• Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues. 
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position. 
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other individuals. Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
• Computer literacy in Microsoft Office, and related financial management systems and software and database applications. 

Compensation & Other Information:

$88,112 - $115.065

This posting is for 1 permanent, full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Hybrid.

These hours of work and work arrangements are subject to change in accordance with business requirements.
