Summary of Duties:

Reporting to the Deputy City Manager, Housing and Community Growth, the Director, Municipal Compliance is responsible for development and implementing the strategic direction and overall management and leadership of the Municipal Compliance Division and the provision of By-Law enforcement services by the City of London.   The Municipal Compliance Division operates on the municipal principals of health and safety; consumer protection; nuisance control; crime prevention and community quality of life. The Municipal Compliance Division implements Council’s By-laws focusing on engagement, education and enforcement. 

As a Senior Leader with the Corporation, the Director, Municipal Compliance fosters an enterprise-wide approach to ensure consistency and collective delivery in support of the strategic priorities of the Division, Service Area and Corporate strategic plan.

Business Areas Reporting to the Position:

•    Parking Services and Compliance – noise enforcement and parking enforcement / supply management. 

•    Licensing, Policy and Special Operations
•    Community Compliance - Enforcement services related to community by-laws
•    Animal Welfare Services - Animal shelter, animal hospital and adoption services

Work Performed:

• Develop and implement strategic initiatives for the Municipal Compliance Division including by-law enforcement strategies with respect to current and new by-laws and policies established by Council to meet Council’s strategic plan and effectively deliver the business responsibilities of the Division. 
• Direct the planning, management, and administration for Municipal Compliance Division; develop and maintain comprehensive policies, programs, procedures, and protocols.
• Responsible for designing, administering, and enforcing public safety and quality of life related by-laws including but not limited to the following issues: animal care and control, parking, property standards, zoning, rental residential licensing, business licensing, lot maintenance, fences, short-term accommodations, pool fences, noise, vital services, maintenance of heritage conservation districts, parks, idling, graffiti, taxis and limousines, and neighbourhood nuisance issues. 
• Provide direction to Licence Manager for all licensing by-laws enacted under the authority of the Municipal Act.  
• In consultation with the Chief of Police, responsible for issuing Orders for dispersing Nuisance Gatherings in accordance with the Public Nuisance By-law.
• Responsible for Requests for Proposals (RFP) for Animal Care and Control contract including, periodic reviews of contract for cost containment and daily contract management.  
• Serve on administrative advisory groups or task forces dealing with municipal law enforcement issues; confers and formulates recommendations with officials of Federal and Provincial Ministries and local agencies, boards and commissions including but not limited to the Middlesex London Health Unit, Fire Prevention Office, London Police Services, Technical Standards and Safety Authority and the Electrical Safety Authority. 
• Provide advice to Deputy City Manager, Housing and Community Growth on strategic priorities with responsibility to operationalize those goals and strategies. .
• Provide professional opinion, and information to the Senior Leadership Team, Committees and Council on policies, programs, and services as required. 
• Identify and develop internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented and adhered to within the Division. 
• Oversee a team of experienced Managers in the management of the Division; delegate authority and accountability for the delivery of services and programs including, but not limited to: Parking Services and Compliance, Licensing and Policy, Community Compliance and Animal Welfare Services. 
• Lead and encourage Divisional employee participation and commitment to organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports; ensure managers within the division are providing the same among their direct reports. 
• Direct the Municipal Compliance team, including hiring, coaching, administration, and performance aspects of reporting staff. Respond to sensitive and confidential human resource issues as required. Create and maintain a culture of enterprise-wide collaboration. Seek opportunities to work across Divisions and Service Areas in support of the strategic initiatives.

• Champion commitment to Health and Safety legislation and programs; demonstrate commitment to the Corporation’s culture of safety. 
• Prepare or delegate the preparation of written reports and correspondence as required to advise Council and Committee; seek direction from Council and Committee on related issues as required. 
• Implement proactive progressive change in redesign and implementation of business processes; support organizational change-management projects, communications, and transition plans. 
• Maintain up-to-date knowledge of the legislation, regulation, and legal principles which may impact upon the provision of by-law enforcement services. 
• Collect and analyze enforcement data and prepare reports on enforcement activities based on the data to identify trends and areas of focus. 
• Assist with the preparation and conduct of by-law prosecutions including providing evidence in court or tribunal hearings.
• Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts. 
• Establish, administer, forecast and monitor the annual operation budget for Municipal Compliance Division.  
• Ensure that the expenditures are controlled and maintained within approved budget; manage and promote stewardship of financial and organizational resources. 
• Prepare responses to inquiries related to licencing and municipal law enforcement matters from elected officials, media and the public as requested by the Deputy City Manager, Housing and Community Growth. 
• Liaise with respective unions on issues that affect bargaining unit employees. Promote and foster constructive working relationships with employees and bargaining units and monitor collective agreement compliance.
• Administer provisions of various collective agreements to promote resolution of grievances and provide representation at mediation and arbitration proceedings.
• Performs a community protection leadership and advisory role during activations of the Emergency Operations Centre and during large-scale sanctioned or unsanctioned community events.
• Represent the Division on the various boards and committees of external organizations, associations, and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required.
• Perform other duties as assigned. 

Qualifications:

• Completion of a University Degree in Land Use Planning, Law Enforcement Administration, Public Administration, or an equivalent. 
• Ten years senior level experience in Municipal Law Enforcement and/or Land Use Planning including direct supervision of multi-disciplinary teams. 
• Certification by the Ontario Association of Property Standards Officers or Municipal Law Enforcement Association is required.

• Demonstrated knowledge and experience in municipal by-laws and enforcement with an in-depth understanding of the Division’s programs and services.
• Demonstrated ability to co-create a vision for the Division aligned with strategic priorities, build common purpose and direction, and deliver outcomes to strengthen overall organizational performance.
• Highly developed analytical and business planning skills with a proven track record for long-term visioning and big-picture thinking.
• Demonstrated successful experience in a management role; positive and proactive leadership capabilities, adept at leading a diverse group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
• Demonstrated ability to inspire the people they lead through, productive and honest dialogue, with personal integrity and actions. 
• Demonstrated experience in the interpretation and application of the Planning Act, Municipal Act, and Building Code, a sound knowledge and experience in the development and enforcement of by-laws.
• Ability to skillfully communicate complex issues relating to by-law matters or animal welfare clearly to a wide and varied audience including facilitation, negotiation and conflict resolution skills; Political acumen to identify and manage issues. 
• Proven ability to establish purposeful relationships and work effectively with senior leaders, elected officials, representatives of other levels of government, bargaining units, management, peers, employees, business community and the general public. 
• Strong financial management skills and accountability for operating and capital budgeting. 
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Ability to understand the vital importance of internally and externally focused service delivery and develop and implement initiatives that support customers in a timely and effective way.
• Demonstrated successful experience in leading continuous improvement and change management initiatives and projects that shape culture and enhance service delivery.
• Computer literacy in Microsoft Office, AMANDA, and related software and database applications.

Compensation & Other Information:

$130,451 to $171,411

This posting is for one (1) permanent, full-time position.

Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.

Work Arrangement: Hybrid

These hours of work are subject to change in accordance to business requirements.
