Position: (1) Project Manager, Strategic Services Branch, Support Services Division

Status: (1) Permanent, Full Time

Salary: $109,903 (Starting) – $137,379 (at 30 months)                               

Position Summary:  
The Project Manager provides leadership throughout the duration of a project to ensure that the objectives of the initiative are met in a manner that is consistent with the immediate and strategic needs of the London Police Service (LPS). 

Responsibilities
  • Identify project scope, goals, budgets, milestones, deliverables, and objectives in collaboration with the Staff Sergeant - Special Projects, stakeholders, Senior Management, and Subject Matter Experts (SMEs). 
  • Forecast anticipated needs and requests of project by collaborating with end users and stakeholders and conducting a SWOT analysis when appropriate.
  • Engage the London Police Service (LPS)’ Procurement and Materials Management Unit to initiate a procurement process when required and identify the appropriate contract services needed to achieve objectives while ensuring procedural steps are followed during the acquisition of services or goods.
  • Oversee and provide direction during the implementation process of the project to ensure milestones are achieved in a timely manner and that all contributors are coordinated to carry out functions within an appropriate time frame.
  • Collaborate with internal and external SMEs responsible for project oversight to ensure project objectives are being completed in a manner consistent with relevant statutes, regulations, best practices, and contractual requirements.
  • Provide project updates to Senior Leadership as required.
  • Facilitate project meetings with key stakeholders (Senior Leaders, internal and external SMEs, end users, etc.) at various stages of the project including project initiation, planning, and execution.
  • Discuss anticipated challenges, obtain feedback, and engage in effective conflict management coaching to reach a mutual agreement with stakeholders.
  • Conduct post project initiatives with appropriate stakeholders to identify successful and unsuccessful project elements and include this information in final reports at the completion of a project.
  • Work with the Director, Financial Services to generate an appropriate budget that recognizes both Capital and Operational requirements during and after the project.
  • Assemble financial information to support the budget development process for various projects.
  • Manage variances in approved project budget as they occur.
  • Other duties as assigned within the core competencies.
Requirements
  • 4-year Bachelor's Degree in a related field, or equivalent, combined with 3 years’ experience leading projects as a Project Management Professional
                                                                                     — OR —
  • 1-2 year Diploma in a related field, or equivalent, combined with 5 years’ experience leading projects as a Project Management Professional
  • PMP (Project Management Professional) Certification from the Project Management Institute.
  • IT knowledge an asset.
  • Advanced problem-solving skills and judgement required for the analysis of broad problems, the development of solutions often where policies and procedures are inadequate or not established, and for planning operations and coordinating major functions.
  • Excellent communication skills for regular contact throughout organization primarily at management and senior levels to give, obtain and/or exchange, and/or discuss technical information or decisions where different points of view may be expected, with considerable explanation, clarification, and interpretation of data.
  • Demonstrated ability to employ tact, discretion, and persuasion to obtain willing action or consent from other parties.
  • Demonstrated ability to manage program / policy / service situations requiring complex negotiations.
