Summary of Duties:

Reporting to the Division Manager, Construction Administration, the Engineer, Construction Administration assists in the design, administration and project management for the construction and maintenance of capital infrastructure.

Work Performed:

  • Assists with the planning, organizing and assignment of project personnel.  Directs technical staff in the planning, design, contract preparation and construction of Infrastructure projects. Stamps drawings and documents with the Professional Engineer's Seal.
  • Manages and supervises assigned personnel:  responsible for employee development, performance appraisals, salary adjustments and conduct matters.
  • Administers capital projects including review of contract documents, evaluation of tenders, recommendation of the contract award and provides direction on changes to the project during construction.
  • Assists in the preparation and administration of the operating and capital budgets.
  • Directs consultants, contractors and technical staff in the scheduling, contract administration and construction of infrastructure projects.
  • Coordinate between the construction contractor and the project lead to resolve field discrepancies in design packages and material delays.
  • Develops and recommends design criteria, construction standards and specifications for infrastructure projects.  Participates in engineering package reviews during the select, define, and execute phases of projects and provide constructive input to the design team.
  • Provides leadership and mentors on-site staff.

  • Monitors and reports on quality issues, cost concerns and scheduling impacts.
  • Supports community engagement through all stages of construction and assists in preparation and implementation of Transportation Demand Management plans.
  • Provide input into the scheduling of projects to meet the project’s required deadlines and maintain construction resources to acceptable levels.
  • Undertakes technical and feasibility studies including site investigations. 
  • Maintains compliance with the safety-assurance plans to ensure safe work practices and compliance with environmental standards.
  • Monitor progress to ensure scheduling milestones are understood and are being met.
  • Compiles job specifications; supervises tendering processes and schedules material and equipment purchases and deliveries. 
  • Negotiates claims for extra construction or consulting work. 
  • Performs business case analysis to evaluate the effectiveness of infrastructure programs.
  • Prepares cost estimates for infrastructure projects.
  • Provides technical advice and information to developers, consultants, other divisions and departments, government bodies, utility companies and the public.

  • Develops and monitors metrics to assess performance of work performed by the division.  Contributes to developing and implementing continuous improvement initiatives.
  • Effectively communicates with council, senior management and property owners for issues that arise related to construction projects.  Supports the Division Manager in improving and promoting customer service initiatives.
  • Arranges and attends meetings with other departmental staff to plan, discuss and coordinate infrastructure projects.  Ensures project complies with legal requirements, especially health and safety.
  • Participates in professional and technical organizations to further construction planning, design and technical specifications.
  • Performs related duties as assigned.

Qualifications:

  • Bachelor Degree in Civil Engineering.  Registered Professional Engineer in the Province of Ontario.
  • Five years of related experience, ideally in large scale construction projects.

Skills and Abilities:

  • Project management certification is an asset.
  • Demonstrated ability to provide effective leadership and supervision of staff.
  • Knowledge of all Federal, Provincial and Municipal regulations and standards related to the design, development, and provision of Rapid Transit services.
  • Focused analytical and issue resolution skills. 
  • Facilitation, public relations and presentation skills.
  • Ability to travel to various locations.

Compensation & Other Information:

$99,156 - $129,818

This posting is for 1 permanent, full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
