Job Description
Basic Function:
- To manage, develop, organize, and plan the design and construction of municipal facilities capital projects.
- Assist with capital planning asset replacement and life cycle planning of municipally owned facilities and equipment.
Position Description:
- Develop, organize, plan and manage the design and construction of approximately twenty (20) municipal facilities capital projects annually with a combined estimated value of $1-2M.
- Develop project plans to define the steps needed to fully meet the project needs and oversee and execute the plan; coordination with consultants and contractors; technical review of reports and designs; management of project quality; responsibility for project safety; contract administration; and ongoing review of project budgets and status.
- Coordinate with various County Departments and Divisions to develop the Scope of Work for projects related to existing or proposed assets within the jurisdiction of that Division. The Project Manager will manage projects from inception to warranty.
- Prepare various procurement documents related to the projects and studies, such as Requests for Proposals, Tender Documents, Council Reports and Regular Project Updates to Senior Management.
- Manage and supervise project consultants and contractors delivering planning, design, construction and post-construction/warranty services.
- Monitor and control project budget, scope, risk, schedule and quality as outlined in the project requirements; regular site visits and reporting of issues that may lead to contract deviations and stakeholders’ impact.
- Review and process change orders, invoices and progress payments in a thorough and timely fashion.
- Develop project budgets and assist in development of the Facilities Department’s 10-year capital program.
- To source and purchase goods and services as required in accordance with Norfolk County’s Purchasing By-law.
- To prepare specifications for quotations and tenders.
- To administer purchasing process through established policies and procedures.
- To research and apply to any applicable grants related to facilities renewal or improvements.
- To ensure that purchases are made within budget and coding is appropriate. Ensure divisional revenue is received.
- Accountable for acting supervision of Facilities staff supporting the managed capital projects
- To perform other duties as assigned.
Requirements
Knowledge and Experience:
- Four-year University degree from an accredited university in field of engineering, architecture, building technology or related field with three years’ experience in public sector facilities department or multi-discipline consulting firm working predominantly with municipalities or public sector entities
OR
- 3 Year College diploma in structural engineering technology, architectural technology or related field with five years' experience in public sector facilities department or multi-discipline consulting firm working predominantly with municipalities or public sector entities
- Licenced under the Professional Engineers Act, Architects Act or the Ontario Association of Certified Engineering Technicians and Technologists Act as a professional engineer (P.Eng.), architect (OAA) or Certified Engineering Technologist (CET) or ability to obtain within two (2) years.
- Knowledge and experience in building construction, heating, ventilation and air conditioning systems (HVAC), electrical systems, plumbing systems, lighting systems, building operation.
- Knowledge of all application Provincial legislation related to building construction and renovations including the Ontario Building Code, Fire Codes / Fire Marshall Act, Technical Standards and Safety Authority (TSSA) Act, Accessibility for Ontarians with Disabilities Act (AODA), Ontario Heritage Act, Public Health Act, etc.
- On the job training with project management, and/or facility management. The Project Management Professional designation is an asset.
Skills and Abilities:
- Demonstrated leadership skills.
- Must be familiar with Municipal Policies, Purchasing Procedures and By-Law, Occupational Health and Safety Regulations, WHMIS.
- Thorough understanding of procurement, contracts and business administration processes.
- Experience with project management software systems.
- Proven ability to provide both leadership and direction.
- Good communication skills (oral and written); accuracy, attention to detail.
- Excellent time management and organizational skills.
- Sound judgement, analytical and decision-making capabilities.
- Be proactive in adhering to Health and Safety practices.
- Valid Ontario driver’s license and access to a reliable vehicle.
- Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents.
- Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
