Summary of Duties:

Reports to the Manager, Housing Development or designate. Administers capital project plans in the delivery of affordable housing projects involving various boards and commissions. Recommends selection of architects, consultants and contractors. Administers and monitors design and construction, contract documents, project budgets, schedules and project performance with emphasis in the architectural discipline.

Work Performed:

  • Under the supervision of senior staff or Manager, serves as the Project Coordinator for capital projects for affordable housing and housing regeneration including contract administration, budget control, scheduling, regulatory code compliance and preparation of payment certificates.
  • Acts as the designated competent person as defined by the Occupational Health and Safety Act on construction projects and assumes project supervisory responsibilities with contracted services. 
  • Prepares conceptual, presentation and final contract drawings using AutoCAD; general requirements and technical specifications using National Master Specifications.
  • Reviews and approves construction documents.
  • Prepares tenders and provides technical specifications for inclusion in Requests for Quotations and Tenders issued by Purchasing and Supply.
  • Arranges and attends meetings with other Divisional staff, developers, consultants, contractors, individuals, and other agencies to plan, discuss and coordinate projects on behalf of the Division as required.
  • Reviews the work performed by architects/consultants completing projects in respect to identified needs and regulatory code requirements.
  • Maintains a current understanding of changes to regulatory codes requirements and applies as required to construction projects.
  • Prepares reports for review by senior staff and/or Manager for various Committees of Council, other committees, boards, City Manager and City Treasurer.
  • Liaises with administrators and consultants. 
  • Reviews and recommends acceptance of various technical studies, computer analyses, designs, drawings and proposals submitted by consultants, developers, contractors and others for approval by the Division.
  • Assists in the development of the Capital program and prepares project estimates.
  • Provides advice on interpretation and application of the policies, standards, methods, and procedures of the Division to consultants, developers, contractors, agents, lawyers, members of the public and to other divisions, government bodies and outside agencies.
  • Recommends for approval, payment certificates, consultant fees and invoices for work progress.
  • Prepares, reviews, evaluates and recommends building design programs and Request for Proposals.
  • Performs related duties as assigned
     

Qualifications:

Three-year Community College Architectural Technology Diploma.

Experience:

Four years of related experience.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Demonstrated proficiency in AutoCAD, word processing, spreadsheets and various software.
  • Valid Driver's Licence-Class G.
  • Demonstrated ability in project management.
  • Demonstrated knowledge of relevant Regulatory Codes, Design Standards and contracts (i.e., Ontario Building Code (OBC), Occupational Health and Safety Act (OHSA), Canadian Construction Documents Committee (CCDC), Standard Form of Contracts for Architectural Services - OAA-600). 

Compensation & Other Information:

$58,649 - $85,218 (Level 14)

This posting is for 1 temporary full-time up to 1 year position.

This position is currently under review.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements. 

This position will be located at 206 Dundas Street. 

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
