Summary of Duties:

Reporting to the Director, Municipal Compliance, the Manager, Licensing, Policy and Special Operations is responsible for managing a broad range of policy initiatives, including by-law development, and operational Municipal Compliance proactive initiatives in the field on a city-wide basis and topic specific basis. This position provides leadership to a team of Development Policy Coordinators who assist with creating policies, bylaws, and proactive compliance initiatives and the Municipal Compliance Licensing team. 

Work Performed:

• Provide leadership in the coordination and delivery of policy development and licensing services that contribute to the implementation of strategic initiatives for the Municipal Compliance division to meet the Council’s Strategic Plan.
• Responsible for managing employees including hiring, coaching, training, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
  • Responsible for developing, recommending, implementing operational strategies and compliance protocol in response to emerging municipal issues which would benefit from a strategic policy review and operational compliance protocol. This may involve issues related to municipal purposes including but not limited to health and safety of persons and property, nuisance control and consumer protection.  
  • Oversee a team of policy development professionals in the role of issue identification, research and policy development, by-law drafting and committee report preparation, and Municipal Compliance and Licensing team who are responsible to providing customer service related to licenses and bylaws including reviewing applications for issuance and payments.
  • Perform as License Manager with respect to by-laws and delegated duties to Civic Administration. 
  • Provide direction and advice regarding licensing matters. Ensure compliance with regulatory requirements as it pertains to the Service Area. 
  • Assist with the creation of licensing by-law amendments and implement administrative and processing changes resulting from Council approval.
  • Liaise and consult with other municipalities and levels of government, including London Police Services, London Fire, Middlesex London Heath Unit, in the development of by-laws, policies, and procedures related to licensing administration. 
  • Represent Municipal Compliance service area at hearings in response to appeals to Administrative Monetary Penalties or Licensing decisions. 
  • Develop, lead, implement and monitor special compliance operations, often involving multi-disciplinary teams of internal and external staff, to proactivity seek compliance either in a specified geographic boundary or emerging by-law issue.

• Present and discuss municipal compliance on the various boards and committees of external organizations, associations, citizen groups, special interest groups, business/industry and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required. 
• Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment. 
• Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports. 
• Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with policy professionals and Municipal Law Enforcement Officers. 
• Provide updates, information and recommendations to the Director, Municipal Compliance on arising issues, bylaw amendments and changes and draft policies with responsibility to operationalize and implement recommended changes. 
• Identify and recommend internal controls in the form of policies, standard operating procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored, and reported on specific to the Division.
• Promote and foster working relationships with employees and bargaining units to provide a fair and consistent application of provisions within the collective agreement. 
• Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required. 
• Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.  
• Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration around policy development and enforcement initiatives.
• Prepare reports for Council and various Committees, subcommittees, interest groups and the public as required.
• Identify, recommend, adapt, and implement innovative, efficient, and effective work practices and procedures to improve service delivery and the business responsibilities of the team. 
• Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics. 
• Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts. 
• Provide input to the development of the annual operation budget for Municipal Compliance.
• Represent the Service Area at Standing Committees and Council meetings as required.
• Prepare a response to inquiries from elected officials, media and the public as requested by the Director or Deputy City Manager of the Service Area.
• Represent the Division on the various boards and committees of external organizations, associations, and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required. 
• Act as Director, Municipal Compliance as required.

Qualifications:

• Undergraduate degree or College Diploma with a focus in municipal law enforcement, land use planning or law and security administration or equivalent combination of education and related professional and lived community experience.
• Five to seven years related experience including management responsibilities and bylaw development and enforcement.
• Certification as a Municipal Law Enforcement Officer (MLEO).

Skills and Abilities:

• Demonstrated knowledge and experience in the interpretation and application of the Planning Act, Municipal Act, and Building Code with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division. 
• Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs, operational procedures in the area of bylaw regulations and services. 
• Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions. 
• Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations. 
• Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues. 
• Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position. 
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, and clients.,. Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
• Computer literacy in Microsoft Office, AMANDA, and related software and database applications. 

Compensation & Other Information:

$88,112 to $115,065

This posting is for one (1) permanent, full-time position.

Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.

Work Arrangement: Hybrid

These hours of work are subject to change in accordance to business requirements.
