Summary of Duties:

Reporting to the Division Manager, Water Operations, the Manager, Maintenance and Construction provides leadership and direction in the operation, maintenance, and construction of the City’s water distribution systems and compliance with legislation for the City’s drinking water in accordance with Ontario Regulation 170/03; Drinking Water Systems, under the Safe Drinking Water Act, 2002. The Manager, Maintenance and Construction, supervises a team of employees and oversees the duties of the Overall Responsible Operators for the municipal drinking water distribution system, including all activities conducted by the Operators-in-Charge performing operational tasks on the City’s drinking water distribution system.

Work Performed:

• Provide leadership in the coordination and delivery of projects, programs, planning and initiatives that contribute to the implementation of strategic initiatives for the Water Operations team to meet the Council’s Strategic Plan.
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
  • Oversee daily operations and formulate, monitor, evaluate and implement programs within Water Operations Maintenance and Construction.
  • Oversee the Overall Responsible Operators (ORO) for the Water Distribution System.
  • Manage program sectors within Water Operations Maintenance and Construction which include infrastructure replacement, support for Capital Works, construction inspection and acceptance of works, preventative maintenance and repairs, emergency response, and monitoring systems. 
  • Ensure efficient delivery of services in compliance with appropriate legislation, regulations, and municipal policies.
  • Ensure employees are achieving the specified training requirements to attain or maintain drinking water certification under Ontario Regulation 128/04 under the Safe Drinking Water Act. Plan, conduct and oversee on-going, in-house training exercises and on-site direction. 
  • Adapt current work processes ensuring compliance with new and/or revised Acts, Regulations, standard operating procedures, Drinking Water Quality Management System, Municipal By-laws etc., including corrective actions to resolve non-conformities and incorporate best management practices.  
  • Oversee employees mobilized for emergencies to perform emergency operations, including standby assignments.
  • Understand and act in accordance with the responsibilities outlined in the City of London Distribution System Quality Management System Operational Plan.
  • Plan, implement, monitor, and review service program delivery providing analysis reports to appropriate Director.
  • Maintain communications and relationships with community and government agencies.
  • Liaise, consult with, and co-ordinate contractors and consulting engineers to ensure adequate service delivery.
  • Assist in preparation of tenders/contracts/quotations for related areas.  Recommend suppliers and contractors and administers and monitor performance.
  • Develop and maintain maintenance management information systems.

• Manage a team of Supervisors including hiring, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Encourage and support employee participation and commitment to individual, divisional, and organizational objectives.  Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
• Promote and foster working relationships with employees and bargaining units to provide a fair and consistent application of provisions within the collective agreement. 
• Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
• Provide updates, information, and recommendations to the Division Manager, Water Operations on priorities, with responsibility to operationalize identified goals and strategies. 
• Identify and recommend internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored, and reported on, specific to the Division. 
• Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.
• Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment. 
• Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports. 
• Identify, recommend, adapt, and implement innovative, efficient and effective work practices and procedures to improve service delivery and the business responsibilities of the team. 
• Implement strategies to track performance measures for maintenance program activities, assumed infrastructure, and updates to management systems programs, using appropriate data collection and analytics. 
• Contribute to the development of capital and operating budgets; monitor and ensure production of associated reports.  
• Prepare and submit reports to Committees of Council as required.  Assist Division Manager, Water Operations with the development of Divisional and Corporate policies as requested.  
• Represent the City of London and Service Area in legal proceedings.
• Prepare and manage vendor contracts to ensure contractor compliance with Corporate specifications.  
• Ensure compliance with all regulatory requirements and related legislation.
• Perform related duties as assigned.  

Qualifications:

• Successful completion of a University Degree or a three-year Community College program in a related field, or equivalent.
• Eight to ten years of progressively responsible experience, preferably in a related field, including extensive supervisory experience, or equivalent combination of education and related professional and lived community experience.
• Current MECP Ontario Drinking Water Operator Certificate – Water Distribution Class 4 is an asset.
   

Skills and Abilities:

• Demonstrated knowledge and experience in water operations and related infrastructure engineering and maintenance, and ability to apply related legislation, with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division, specifically, comprehensive understanding of the City’s Drinking Water Quality Management System Operational Plan, and Standard Operating Procedures.
• Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services. 
• Demonstrated positive and proactive leadership capabilities, adept at leading groups of employees, contracted services, and consultants; demonstrated commitment to developing high performance teams.

• Demonstrated strong organizational and communication skills, including written, verbal and presentation skills.
• Demonstrated ability to develop, monitor, and manage capital and operating budgets, and develop and deliver reports.
• Demonstrated project coordination, scheduling and time management skills.
• Exceptional computer application skills including enterprise and asset management software, budgeting and financial management software, and MS Office Suite.
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; experience working collaboratively. Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
   

Compensation & Other Information:

$100,395 - $131,441

Current hours of Work: Monday - Friday from 7:30 a.m. to 3:30 p.m. 

Work Arrangement: On-site.
