Facilities Technologist (PFT) (CUPE 14.25)
Basic Function:
To assist the department with the coordination, implementation of contracted facilities services, facility security services, and minor capital projects.
Position Description:
- Coordination of minor capital and maintenance projects in County owned buildings from initiation to completion, including but not limited to research of specifications, design, preparation of tenders, preparation and administration of contracts, coordinating project activities, conducting construction inspections and other quality assurance activities, project management, wrap up and vendor evaluation. Project examples include door replacements, access control system installations, building renovations, roofing projects, office furniture replacements/installations, and exterior building repair and restoration.
- Responsible to maintain, troubleshoot/repair or coordinate repairs to all County owned building security systems including access card readers and panels and security system keypads and panels and door operators in accordance with manufacturer maintenance manuals. May require emergency and after-hours response.
- Responsible to maintain / update security system user lists weekly, or as required to security maintenance. Perform audits of security system usage and recommend changes to Director.
- Maintain key logs for County facilities.
- Responsible to maintain, repair or coordinate repairs facility video surveillance systems in accordance with Corporate policy.
- Perform on-site inspections to ensure compliance to standards and specifications.
- Conduct meetings with consultants, engineers, contractors and internal staff in relation to capital projects.
- Utilize technical manuals including the Ontario Building Code, ASHRAE Standards, etc..
- Coordinate work order requests for all contracted services. Meet with contractors on site for monthly service inspections and repair service. Contracted services include disposal bins, janitorial services, elevator maintenance, generators, CO and NO2 monitoring, overhead doors, mats and uniforms and pest control.
- Coordinate building services such as roof integrity, asbestos management, barrier free door operators, security systems, access control and video surveillance cameras. Organize work order requests related to these services. Respond to emergency situations. May require after-hours response.
- Assist in the development, implementation and monitoring of comprehensive asset management plans for County facilities.
- Responsible to maintain data bases such as current roof condition assessments, building condition assessments, facilities lists and building component inventories.
- Provide technical advise to County and/or contracted staff.
- Liaise within Division and other County Departments/Division, with various external agencies, contractors, consultants, members of public, respond to inquires and deal with complaints.
- Assist with the development of project budget costing, conduct cost analysis/ cost tracking for contracted and internal work.
- Suggest improvements to existing procedures and prepare for review and approval of Director.
- Assist with the development and maintenance of Department procedure manuals relative to project management.
- Oversee remedial work on facilities deemed required by Health & Safety / Ministry of Labour. Coordinate the asbestos management programs for all County facilities.
- Prepare AutoCAD drawings for various projects including, but not limited to, new initiatives, accommodation needs, regulatory upgrades, capital renovations/replacements, etc.
- Conduct or oversee fire safety inspections; ensure fire safety plans and associated life safety systems are in compliance with regulations.
- Perform research / examination of Codes, existing drawings, layout drawings and specifications, existing building conditions to obtain pertinent information as required.
- Coordinate and / or conduct environmental sampling, testing and analysis on various buildings, building systems or equipment.
- Perform other duties as assigned
Requirements
Knowledge and Experience:
- Minimum 3 year college diploma in a related field such as facility management, construction management, architectural or engineering technology, energy systems technology or project management.
- Minimum 2 years’ experience in related field.
Skills and Abilities:
- Valid Ontario driver’s license (Class G) and access to a reliable vehicle
- Must be proficient in MS Office, AutoCAD and data base software.
- Ability to read and interpret construction drawings.
- Excellent communication skills, both oral and written.
- Ability to work independently with minimal supervision.
- Proven analytical, research and problem-solving skills.
- Excellent time management and organization skills, with the ability to multi-task.
- Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
