Summary of Duties:

Reporting to the Director, Long Term Care, the Manager, Environmental Services is responsible for the overall operation of the Maintenance, Grounds, Housekeeping and Laundry departments to achieve high standards of quality service, cleanliness and sanitation in accordance with legislative requirements and all related City of London/Dearness Home policies & procedures.

Work Performed:

  • Provide leadership in the coordination and delivery of programs and services that contribute to the implementation of strategic initiatives for the Dearness Home to meet the Council’s Strategic Plan.
  • Responsible for managing employees within maintenance, laundry and housekeeping areas including hiring, coaching, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.
  • Establish and maintain the current standards of quality services in compliance with Ministry of Health and Long-Term Care Program Standards and City of London/Dearness Home Policies and Procedures.
  • Demonstrate respect and inclusion for all residents, their family and staff.
  • Conduct regular departmental rounds to ensure all safety, emergency, building and support systems are functioning properly.
  • Manage building access through security swipe cards, keys and employee locker use.  
  • Develop specific procedures, work patterns and routines, for Dearness, such as: preventative maintenance checklists, delivering supplies, and the removal of garbage, laundry routines, janitorial and housekeeping routines. All must be in accordance with the Housekeeping & Dietary Services Manual and the Preventative Maintenance Manual.
  • Develop and implement Dearness specific policies and procedures regarding quality assurance, safety, environment and laundry and housekeeping services.
  • Participate in budget preparation (Operating and Capital) and control process for all three departments. Adhere to the Procurement of Goods and Services Policy and prescribed budgets.
  • Organize and track inventory; order and/or purchase supplies/equipment in accordance with established policies, purchasing by-laws and budgetary constraints.
  • Participate in committee work, addressing such functions as infection control, quality management, Occupational Health and Safety, Environmental Quality Teams and Fire Safety to share best practices, build relationships, and recommend solutions as required. 
  • Ensure the privacy and respect for residents is maintained during performance of departmental functions.
  • Maintain a clean, orderly, and safe work area and assures proper care and safety in use of tools, equipment, and supplies.
  • Ensure WHMIS labeling and MSDS sheets are maintained and up to date for all three departments.
  • Ensure contracts are in place for work that cannot be completed by staff according to TSSA; ESA; Occupational Health and Safety, Fire Code, Building Code, etc.
  • In consultation with the Director, Long Term Care, update the Emergency Measures Manual as required by regulation or evolving best practice.
  • Responsible for training all staff in emergency codes and for organizing and conducting emergency code drills.
  • Observe and monitor all areas of the Home for ongoing maintenance requirements and organizes preventative maintenance programs and documentation.
  • Ensure proper mechanical maintenance of equipment and repairs to plumbing and electrical systems such as repairing electrical switches, replacing tap washers, replacing belts, lubricating motors and hinges.
  • Ensure proper and timely completion of typical work such as replacing fuses and light bulbs, repairing call bells, clearing drains, repairing beds, chairs, tables etc., painting and redecorating, replacing tiles and removing garbage.
  • Determine scope of work, receives cost estimates and refer problems requiring specialized work such as electrical or plumbing to outside contractors and monitors work performed (may include corporate services.)

  • Liaise with outside service contractors and inspectors to assure equipment and environment conforms to applicable codes and regulations.
  • Ensure high standards in completing outside work such as gardening, cutting grass, maintaining patio areas, removing snow and sanding or salting as required.
  • Maintain required records, reports, statistics, preventative maintenance logs, equipment service logs, and repair request books etc., in accordance with policies, procedures and legislative requirements.
  • Ensure that the housekeeping and laundry services provided by the Home are efficient and meet Ministry standards and guidelines.
  • Conduct inventory counts as per Dearness policy and review inventory supplies on regular basis to ensure appropriate resources are available to each department.
  • Instruct housekeeping and laundry staff in the safe use of equipment, cleaning and washing agents and in proper cleaning techniques/methods.
  • Ensure the departments maintain the Home in a clean and sanitary fashion.
  • Ensure external service remains viable and provides high quality cost efficient.
  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.
  • Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports.
  • Provide updates, information and recommendations to the Director, Long Term Care on priorities with responsibility to operationalize identified goals and strategies.
  • Liaise with unions on issues that affect bargaining unit employees as required.
  • Promote and foster working relationships with employees and bargaining units and ensure consistent application of the collective agreements.
  • Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances.
  • Provide representation at mediation and arbitration proceedings as required.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives. 
  • Engage in opportunities to work across departments within Dearness to ensure cooperation and a team approach for moving residents, moving, and storing supplies, moving furniture and equipment and the provision of laundry and housekeeping services in support of enterprise-wide collaboration.
  • Prepare reports for Council and various Committees as required.
  • Identify, recommend, adapt and implement innovative, efficient, and effective work practices and procedures to improve service delivery and the business responsibilities of the team.
  • Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.
  • Represent the Service Area at Standing Committees and Council meetings as required.
  • Represent the City of London and Service Area in legal proceedings as required.
  • Prepare a response to inquiries from elected officials, media and the public as requested by the Director or Deputy City Manager of the Service Area.
  • Participate in on-call rotation.
  • Perform other duties as required.

Qualifications:

  • Three-year Community College Diploma in a relevant area of study or equivalent combination of education and related professional and lived community experience.
  • Five to seven years related management experience in Long Term Care preferred.
  • Certification and membership in the Canadian Association of Environmental Managers (CAEN) and completion of Ontario Health and Safety Certification is preferred.
  • Management Certification is preferred.

Skills and Abilities:

  • Demonstrated knowledge and experience in maintenance, housekeeping and laundry services with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.
  • Demonstrated knowledge of HVAC equipment, computerized building management systems, electrical systems distribution, fire alarm and sprinkler systems including operation of and testing requirements, emergency diesel generator operations.
  • Ability to read and interpret building prints and drawings.
  • Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services, and consultants; demonstrated commitment to developing high performance teams.
  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.
  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.
  • Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues.
  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position including WHMIST, Fire and Safety and Emergency Preparedness Training. 
  • Ability to provide a high level of attention to detail, make sense of data and solve problems.
  • Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other individuals. Political acumen to identify and manage issues.
  • Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
  • Computer literacy in Microsoft Office, Preventative Maintenance computerized programs and related software and database applications.

Compensation & Other Information:

$88,112 - $115,065

This posting is for 1 permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: On-site. Subject to change in accordance with business requirements.
