Summary of Duties:

Reporting to the Director, Corporate Assets and Projects, the Manager, Corporate Asset Management (CAM) is responsible for the strategic direction and operation of the Corporate Asset Management Unit.  This position coordinates and embeds sound asset management principles and practices across the organization while also implementing systems and processes to ensure longevity and sustainability of municipal assets. This position provides leadership and direction in asset management for all functional areas involved in planning, maintaining or operating the City’s municipal infrastructure assets that are directly owned by the City, or included in the City’s consolidated financial statements and responds to all media inquiries regarding asset management.

Work Performed:

  • Contribute to the development and implementation of strategic initiatives for asset management to meet the Council’s Strategic Plan to develop, implement, maintain and review the Corporate Asset Management Policy, Asset Management Strategy and Asset Management Plans.
  • Provide leadership for the planning, management, and administration for the Corporate Asset Management team; recommend, develop, implement, and maintain comprehensive policies, programs, procedures and protocols that support best practices in asset management. 
  • Provide updates and information to the Director, Corporate Assets and Projects on priorities with responsibility to operationalize identified goals and strategies.
  • Lead the development and sustainability of the City’s Corporate Asset Management plan by engaging internal Steering Committee members comprised of senior leaders from various Service Areas to ensure a highly coordinated and effective approach to the planning and implementation.
  • Provide professional opinion, and information to the Senior Leadership Team, Directors and Committees on policies, programs, and services as required.
  • Contribute to the identification and development of internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on within the Corporate Asset Management.

  • Oversee a team of employees.  Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
    • Lead and chair the Steering Committee and implementation task teams to develop, implement and maintain appropriate business processes and systems.
    • Provide data analytics and modeling techniques to support Service Area optimization of the asset management system.
    • Update and present the Corporate Asset Management Plan and provide annual updates to Senior Leaders and Council.
    • Lead CAM software implementation and coordinate the ongoing use of CAM software to optimize use and effectiveness.
    • Lead and facilitate leadership level discussions regarding integration of Asset Management Plans across the City’s Agencies, Boards and Commissions (ABCs), monitoring and promoting opportunities for integration and provide advice and guidance on the development of their Asset Management plans.

    • Align the Asset Management program with approved City of London plans, strategies and policies that reflect the Corporate direction and community requirements.
    • Coordinate City-wide Asset Management progress tracking to ensure the asset data is up-to-date and proactively managed within a structured framework that allows the Corporation to effectively manage and optimize the performance of its asset portfolio.
    • Support Senior Leaders and Directors in the identification, assessment, evaluation and recommendations of action plans related to changing business requirements and processes, demonstrating commitment to the management of assets in compliance with regulations (O. Reg 588/17).
    • Contribute, facilitate, and support regulatory reporting requirements including support for Financial Statement reporting.
    • Liaise with and assist internal and external auditors as required.
    • Recommend and contribute to new and enhance existing corporate policies and administrative procedures with asset management implications.

    • Demonstrate the value of Capital Asset Management to show how it can contribute to the development of operating and capital budgets.
    • Provide guidance and support as requested in financial planning for asset acquisition, renewal, and replacement.
  • Develop, review and implement short-, medium- and long-term Asset Management strategies that reflect the corporate direction and the community requirements.
  • Encourage and support employee participation and commitment to divisional and organizational objectives.  Actively mentor, provide development opportunities and build team performance with direct reports.
  • Manage the Corporate Asset team including hiring, administration and performance aspects of reporting staff. Respond to sensitive and confidential human resource issues as required.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives. 
  • Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Service Areas in support of strategic initiatives and maximize resource utilization.

  • Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.
  • Prepare reports for Council and various Committees as required.
  • Identify, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.
  • Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Unit.
  • Build capacity among employees for evidence-informed decisions supported through data collection and analytics.
  • Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts.

  • Provide input to the development of the annual operation budget for the Corporate Asset Management unit.
  • Represent the Service Area at Standing Committees and Council meetings as required.
  • Respond to inquiries from elected officials, media and the public as requested by the Director or Deputy City Manager of the Service Area.
  • Represent Capital Assets and Projects on the various boards and committees of external organizations, associations and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions.
  • Develop and maintain positive relationships with other levels of government and Asset Management Organizations (e.g., Asset Management Ontario (AMONTario) and Canadian Network of Asset Managers (CNAM)) to influence asset management policy and infrastructure funding.
  • Provide, on behalf of the City of London, effective liaison with the Ministries of Infrastructure, consulting engineers and City staff across the Corporation.
  • Perform related duties as assigned.

Qualifications:

  • Completion of an Honours University Degree combined with a Chartered Professional Accountant (CPA) designation or licenced as a P.Eng. with the Professional Engineers of Ontario.
  • Hold a Certificate or Diploma in Asset Management (e.g. Institute of Asset Management (IAM), Plant Engineering and Maintenance Association of Canada (PEMAC) or National Asset Management System Canada (NAMS Canada)).
  • Eight to ten years of related experience with responsibility for asset management in a complex organization and three years or more of supervisory experience, or an equivalent combination of education and lived professional experience. 

Skills and Abilities:

  • Demonstrated knowledge and experience of key Asset Management principles, contemporary best practice and an understanding of the Integrated Planning and Reporting Framework in a local Government environment, with an in-depth understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.
  • Highly developed analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated successful experience in a people leadership role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.
  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.
  • Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.

  • Demonstrated perseverance and resilience in addressing challenges and emergent issues.
  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.

Compensation & Other Information:

$112, 978 - $148, 226

This posting is for one (1) permanent, full-time position.

Standard hours of Work: Monday - Friday from 8:30a.m. to 4:30p.m.

Work Arrangement: Hybrid

These hours of work and work arrangement are subject to change in accordance to business requirements.
