Payables and Payments Administrator
(Full time, 12-month contract with potential of extension)
Who Are We?
The Upper Thames River Conservation Authority’s (UTRCA) mission statement is Inspiring a Healthy Environment. The 17 municipalities within the Upper Thames River watershed appoint representatives to the UTRCA’s Board of Directors who represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed. Our programs and services focus on five key areas:
- Protecting people and property and supporting safe development;
- Delivering landowner stewardship;
- Providing natural spaces and recreational opportunities;
- Making science-based decisions;
- Empowering communities and youth.
The Upper Thames River watershed encompasses an area of 3,421 square kilometers and is mainly rural but includes the urban centres of London, Stratford, and Woodstock. The UTRCA serves a total population of approximately 593,700 residents.
UTRCA Conservation Areas provide outdoor recreational opportunities that aim to educate and promote conservation messages to a large audience in an effort to improve the watershed’s natural environment

Summary
The Payables and Payments Administrator is responsible for the administration of payment systems for purchases and contracts made through the Accounts Payable function. The position relates debit charges to the cash disbursement function.
- 80% - To affect appropriate payments and administer the accounts payable function for UTRCA using AP and PO modules
- 10% - To maintain auditable records of contract expense fulfilment and holdbacks to aid cost recoveries
- 5% - To periodically verify AP Aged Trial Balance against GL AP balance and seek resolution to discrepancies.
- 5% - To assist the Supervisor, Finance and Accounting in verifying expenses.
Education
- A diploma in accounting from a community college or accounting degree is required. Completion of core modules in the CPA program is recommended.
- A satisfactory police records check is required.
Experience, Knowledge and Skills:
- 3 years’ experience in administration of accounts payable or receivable or contract management is required.
- Excellent organizational and communication skills.
- Strong computer skills through training or experience with a variety of computer programs including Excel, preferably Sage or Simply Accounting is required.
Compensation and Other Information
- Grade 6: $31.44 to $38.25 per hour;
- Full time, 35 hours per week;
- 12-month contract (this position is to cover an employee leave; therefore the potential of extension is dependent on the return of the incumbent);
