Summary of Duties:
Reports to and carries out work under the direction of a designated Manager. Processes applications pursuant to the Planning Act and the Condominium Act, and other applicable legislation; undertakes and manages the process for major planning studies and research projects; undertakes data collection, maintenance and analysis; advises organized bodies and individuals on planning; provides evidence at hearings; represents the Planning Service Area and the Development and Compliance Service Area before Committees, and outside organizations; organizes and implements public and agency consultation processes; directs the work of others in carrying out these duties, including staff in the service area, other City staff and consultants.
Work Performed:
- Processes and evaluates applications for all types of land use including, Official Plan amendments, Zoning By-law amendments, draft plans of subdivision and condominium, minor variances and consents, community improvement incentives and other related applications; applies file management practices and issue resolution skill sets to facilitate the achievement of process timelines; applies planning principles and policies to ensure development conforms with the Official Plan, Provincial policies, and Council Guidelines; develops implementation policies and prepares amendments to both the Official Plan and the Zoning By-law; evaluates social, economic and environmental factors related to development proposals; negotiates with, and coordinates the input from, applicants and their agents, consultants, other service areas, Boards and Commissions, provincial and federal agencies, and the general public on the details of planning and development proposals and amendments; prepares reports and recommendations pertaining to planning and development proposals and amendments; and assists with heritage planning from time to time.
- Undertakes, conducts and manages comprehensive major studies and research projects relating to the immediate and long term planning of the development of land, facilities and services, including the study of demographic, socio-economic, physical and environmental factors.
- Responsible for various planning program activities; administers project funds and letters of financial commitment for loans and grant programs through the City’s budget process; monitors budgets; prepares Terms of Reference and Requests for Proposals; and administers release of security on planning applications.
- Supplies planning information and advice on planning principles and major municipal and senior government planning policies and liaises with applicants, agents, lawyers, planning consultants, citizen groups, organized bodies, the general public, various government agencies and elected municipal officials, other municipal service areas and agencies, other municipalities, the media, and others.
- Assists in the development of work plans, and directs, trains, and advises Planner I’s and Planner II’s, Integrated Land Use Planning Technologists, GIS Data Technicians, Planning Technicians, Site Plan Officers, Clerical staff, and planning students on matters related to assignments, assigning project priorities and managing projects to completion.
- Provides the designated Manager, as required, with specialized advice and expertise concerning planning matters.
- Facilitates, develops, prepares for and coordinates various public meetings and workshops.
- Attends meetings of Planning and Environment Committee, other Standing Committees, Advisory Committees, Boards and Commissions, and citizen groups as required to seek input from and present reports on major planning studies, projects and other matters, or to provide information or advice on planning matters.
- Represents the Service Area as required, on administrative and advisory committees and at relevant conferences.
- Provides professional planning evidence before the Ontario Municipal Board, other Boards and Commissions and the Courts on planning matters.
- Performs related duties as assigned.
Qualifications:
Masters degree in Urban Planning, or an equivalent, combined with six years of increasingly responsible professional planning experience, or a combination of an Honours Undergraduate degree in Planning or related discipline and eight years of increasingly responsible professional planning experience.
Experience:
- Registered Professional Planner designation.
- Six years' related experience.
Specialized Training & Licenses:
- Demonstrated proficiency in wordprocessing, spreadsheets and various software.
- Demonstrate high level of customer service and proficiency in conflict resolution.
- Excellent verbal and written communications and presentation skills.
- Membership in the Canadian Institute of Planners and Ontario Professional Planners Institute.
- Valid Driver's Licence - Class G.
Compensation & Other Information:
$65,944 - $95,847 (Level 17)
This posting is for 1 temporary full-time up to 1 year position.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: 4 days in office/ 1 day remote. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement.
