Job Description

Basic Function:

Reporting to the Tax Collector/Manager, Revenue Services, this position is responsible for the operation of the property tax collection process, water/wastewater arrears and the Provincial Offences Act defaulted fines civil enforcement process. The primary function of the job is to provide guidance and direction to Corporate Collections staff in daily activities. This includes hiring, supervision, training and direction, preparation of work plans and work schedules, assignment of work to staff and verification that work has been completed accurately and in a judicious manner.

The position is responsible for communicating through various channels directly with members of external agencies including Lawyers, Court staff, Bailiffs, MPAC, Trustees, Financial institution representatives and the public regarding defaulted accounts, disputes and payment arrangements.

Duties/Responsibilities:

The Supervisor, Corporate Collections will:

  • Directs and coaches the members of the corporate collections team.
  • Leads corporate collection efforts as it relates to outstanding POA fines, water/wastewater arrears and property taxes.
  • Review and update corporate collection policy and procedure documents as required.
  • Ensures collections activities for property tax accounts and Provincial Offenses Act defaulted fines with civil enforcement are performed in accordance to governing policies and legislation.
  • Participates collaboratively with various County, court stakeholder and municipal partner groups in building consensus towards influencing business planning, operational and budget decisions.
  • Complete audits to ensure accuracy of data input in both ICON, CAMS and Dynamics GP Property Tax Subledger.
  • Participates in the development of Revenue Services strategic direction.
  • Signs court documents as Clerk of the Court as required in order to facilitate POA collection efforts.
  • Ensure corporate and legislated standards of customer service related to area of responsibility are met.
  • Develops and maintains effective relationships with external legal professionals, government agencies, collection agencies and the public.
  • Remain current in relevant matters, including legislation, regulations, practices, procedures, developing trends.
  • Responds to inquiries and complaints and takes appropriate action in escalating situations.
  • Participates in the development of annual department budget requirements.
  • Download, analyse and distribute POA statistics include monthly summarizes for management.
  • Complete month end process for POA operations including reconciling fines due to and from Norfolk County.
  • Prepares reporting and maintain key performance indicators for POA.
  • Ensure adequate back up for all other POA staff when needed to mitigate impacts of vacancies on customer service.
  • Report collection statistics on a monthly basis.
  • Act as the Tax Collector/Manager, Revenue Services in their absence.
  • Perform other duties as required.

Requirements

Knowledge/Experience:

  • Post-secondary degree/diploma in a program such as court administration, legal administration/law, business administration, accounting or equivalent.
  • A minimum of five (5) years of current related experience pertaining to collections.
  • Experience in court administration or property tax would be considered an asset.
  • Completion of the Municipal Tax Administration Program (MTAP) certificate an asset

Skills/Abilities:

  • Excellent understanding of collection methodologies as permits under current legislation.
  • Broad understanding and detailed knowledge of the pertinent procedures, rules, statutes, regulations and legislation including the Provincial Offences Act and Municipal Act.
  • Knowledge of the principles, practices and procedures of court administration.
  • Ability to: exercise discretion, judgement and work independently with a high degree of accuracy and initiative.
  • Proven multi-tasking skills with an ability to handle multiple items, projects and responsibilities.
  • Excellent communication and organizational abilities including detailed documentation and record keeping skills with capacity to work under pressure, listen effectively and deal with emotionally charged situations.
  • Excellent interpersonal and conflict resolution skills, demonstrated tact and professionalism in dealing with the public, staff, judiciary, prosecutors, and enforcement agencies.
  • Computer expertise required in Corporate standard software (Microsoft Office) with proficient skills in Microsoft Excel to maintain statistical information along with general knowledge of department-specific software including ICON, ARIS, CAMS and Dynamics GP.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
