Summary of Duties:

Reporting to a Manager in Housing and Homelessness the Data Analyst, supports the effective and efficient delivery of Housing Stability Services and programs in the City of  London and across the region by collecting, analyzing, and reporting on data used to make recommendations on the design, implementation, operation, and evaluation of housing stability programs and services.    

Work Performed:

  • Work collaboratively as part of a team to support the administration of services and contracts with designated service providers in London and across the region. 
  • Develop, implement and maintain program and data systems to collect, analyse, monitor and report on data from designated service providers that affect housing and homelessness programs and  housing stability system, including performance measurements, program outcomes, targets and funding allocations, ensuring adherence to Municipal and Provincial guidelines and federal directives.  
  • Create documentation of the processes required to complete these tasks.
  • Perform research, analysis, and reporting of large datasets on a wide range of operational and programmatic subjects. 
  • Create data dashboards, reports, and visualizations to highlight performance, trends, forecasts and projections.  Interpret data patterns and trends, assess data quality and address outlier data.  
  • Handle queries from the provincial and federal government for requested data analysis, reporting and quality assurance.
  • Assist in the development and preparation of provincially and federally mandated data submissions, activity reports and other ad hoc reporting as required.
  • Work collaboratively to develop manuals, job aids, reporting tools, instructional resources and supports, and any other applications developed or used by Housing Stability Services, including the Homelessness Individual and Family Information System (HIFIS) and its service network.
  • Support the development, presentation, and implementation of Housing Stability Services policies, processes and strategies.
  • Participate in the comprehensive review of programs and services for the purpose of enhancing local capacity, highlighting program and system effectiveness, quality assurance, and improving program delivery across the City of London and the region.
  • Coordinate flow of data from computer systems and other sources to efficiently and effectively record, store and report data, working with Information Technology Services (ITS) staff as appropriate.
  • Support the development, analysis, sharing and presentation of housing and homelessness related data.
  • Perform related duties as assigned.
     

Qualifications:

Completion of an Honours degree in Analytics and Data Management, Information Science, Computer Science or equivalent field of study

Experience:

  • Three years of related in-depth experience in data analysis, data collection, research, reporting and evaluation.  
  • Advanced level of experience in data retrieval, data analysis and data visualization (Cognos reports, PowerBI, Crystal reports, etc.)
     

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

  • Demonstrated understanding of issues related to housing and homelessness.   
  • Demonstrated ability to adapt information and research into effective housing stability programs, and information for target populations.  
  • Ability to understand government programs and guidelines and directives and develop appropriate metrics and measurement tools. 
  • Demonstrated effective verbal, written, interpersonal, communication, facilitation, and presentation skills. 
  • Demonstrated exceptional relationship-building skills with a diversity of partners.  
  • Demonstrated ability to contribute to the development of a service-oriented culture and focus within work area.
  • Demonstrated project management skills.
  • Demonstrated excellent organizational and time management skills. 
  • Ability to analyse problems, facilitate solutions and promote programs to effect change is required.
  • Proficiency of Microsoft Suite (Word, Excel, PowerPoint) and ability to use relevant software applications such as Power BI, CaMS, SAMS etc. is required.
     

Compensation & Other Information:

$54,407 - $78,136 (Level 12)

This posting is for 1 temporary full-time up to 2 years position.

This position is currently under review.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Hybrid. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
