The Housing & Ancillary Services (HAS) portfolio is a self-funded Division generating over $100M in annual revenues and is comprised of more than 900 full-time and sessional employees. Our undergraduate residences and university-owned apartments are home to over 7,300 students from 66 different countries from around the world. We provide thriving residence communities which engage our diverse student population while supporting the academic mission of the University and ensuring profitability and cost effectiveness of the Housing operation.

Responsibilities

Reporting to the Director, HAS Finance & Retail Services, the Associate Director, Procurement Services is responsible for ensuring the effective management of all aspects involved in the contracting and acquisition of goods and services for the division of Housing and Ancillary Services. The Associate Director will provide oversight and supervision over procurement staff and processes to ensure adherence is maintained with current legislation, regulations, and University policies and procedures impacting procurement. The Associate Director will implement and monitor procurement practices, and ensure appropriate controls are in place to mitigate risks. The Associate Director will coach and train staff and provide comprehensive and strategic consultation on all matters relating to procurement for the division.

Qualifications

Education:

  • Undergraduate Degree or Community College Diploma preferably in one of the following areas: Supply Chain, Business, Project Management or Accounting
  • Professional Designation in an area of related studies (e.g. Purchasing Management Association Canada (PMAC), Supply Chain Management Professional, CPA or Project Manager)
  • Canadian Institute of Management Designation preferred

Experience:

  • 7 years’ experience in a diversified purchasing environment with involvement in bidding processes, contract development, and managing staff
  • 5 years’ experience supervising staff and managing projects of broad scope
  • Progressive administrative and managerial experience in a public sector environment preferred
  • Experience providing leadership and coaching to a diverse team would be an asset

Knowledge, Skills & Abilities:

  • In-depth knowledge of financial budgeting, tax legislation, customs and contract law
  • Knowledge of project management tools and resources
  • In-depth knowledge of best practices in building a strong collaborative team and leading people
  • Knowledge of purchasing ethics, concepts and practices
  • Ability to ensure expenditures and resources are within allotments, and to make appropriate modifications when required
  • Ability to effectively drive and manage change initiatives that align with organizational strategies and/or provide opportunities to increase efficiency
  • Ability to collaborate across internal and external boundaries to meet common objectives, improve outcomes and support work beyond one's own unit
  • Ability to establish effective routines for excellent communication with all members of the team to maximize productivity
  • Communication skills to engage audiences, with confidence interacting with individuals at all levels of an organization
  • Ability to work in a manner that models best practices in confidentiality standards
  • Ability to draw on diversity of skills, backgrounds and knowledge of people to achieve more effective results
  • Self-driven, critical thinker who is highly skilled at anticipating and resolving stakeholder relation issues
  • Detail-oriented with an ability to function and process information with high levels of accuracy
  • Computer skills with the ability to train others in system usage
  • Advanced computer skills in Microsoft Office Suite
  • Ability to exercise tact and good judgment, and skillfully negotiate, bargain, compromise and conciliate as required
  • Ability to delegate work and provide team members with clear direction and support in meeting their objectives
  • Ability to provide strategic analysis and recommendations for designing and implementing new and changing administrative and financial processes
  • Project management skills to manage multiple projects simultaneously from conception to completion within tightly prescribed timelines
  • Proven ability to build both formal and informal professional relationships within, across, and external to organizational boundaries
