Summary of Duties:
Reporting to the Director, Water, Wastewater and Stormwater, the Division Manager, Water Operations administers and is responsible for all matters relating to operation and maintenance of, and emergency response to, both the supply system and distribution system for potable water supply and fire protection in the City of London. This position ensures program development and implementation are consistent and compatible with short and long-term departmental planning and engineering objectives; and meets regulatory compliance requirements.
Work Performed:
- Contribute to the development and implementation of strategic initiatives for the Water, Wastewater and Stormwater Division to meet the Council’s Strategic Plan; Accountable for the effective delivery and the business responsibilities of the team.
- Provide leadership for the planning, management, and administration for all functional areas of Water Operations including water supply, distribution maintenance, quality control, fire protection, maintenance and operations engineering, inspection, locate requirements, communications and emergency dispatch and the water meter shop; recommend, develop implement, and maintain comprehensive by-laws, policies, programs, procedures, and protocols that inform and support City services.
- Lead the development of procedures, plans and standards to guide the Water Operations team with input from appropriate support and service areas and establish processes to develop, maintain, evaluate, and adjust activities in accordance with corporate priorities, including emergency response to water infrastructure inquiries, complaints, and crises.
- Oversee a team of employees including Managers and Engineers. Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
- Co-lead of the Top Management function outlined in the City of London Quality Management System (QMS) Operational Plan.
- Responsible for the maintenance of infrastructure data history and the development of quality standards for operational service levels.
- Responsible for implementation of preventative maintenance and safety programs for all equipment and facilities within water operations.
- Provide input to the Water, Wastewater and Stormwater Division with respect to maintenance planning and inspection services. Provide input to the Water, Wastewater and Stormwater Division with respect to rehabilitation projects and re-engineering efforts required. Provide peer review requirements.
- Develop and approve technical specifications, reviews and recommendations regarding tenders/quotations/proposals related to maintenance and capital programs.
- Ensure contractor compliance with City specifications and communicate with contractors and suppliers regarding performance on maintenance, operations, and capital works contracts. Ensure inspection of work performed by others for subdivision and development sites, and issue notifications regarding acceptance and/or deficiencies.
- Co-ordinate the investigation of claims, give evidence at hearings, and appear in court as necessary.
- Direct consultants during design and construction phases of Sewer and Water Maintenance and Operations Services.
- Ensure all federal, provincial, and municipal regulations and bylaws are met.

- Encourage and support employee participation and commitment to individual, divisional, and organizational objectives. Actively mentor, provide development opportunities and build a high-level team performance with direct reports.
- Manage the Water Operations team including hiring, coaching, administration, and performance aspects of reporting staff. Respond to sensitive and confidential human resource issues as required.
- Liaise with unions on issues that affect bargaining unit employees. Promote and foster working relationships with employees and bargaining units and ensure consistent application of the collective agreements as required.
- Fairly and consistently administer provisions of various collective agreements to promote resolution of grievances. May be required to provide representation at mediation and arbitration proceedings.
- Participate in and support a culture of enterprise-wide collaboration. Promote opportunities to work across Divisions and Service Areas in support of strategic initiatives.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and ensure that policies, programs and protocols reflect this commitment.
- Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.
- Direct the preparation of reports and recommendations and act as a source of subject matter expertise, involving attendance at various Committees of Council and divisional and interdivisional design reviews.
- Direct research, program evaluation and project design projects in areas of responsibility to review operational problems, develop operational solutions and implement innovative, efficient, and effective work practices to improve service delivery.
- Monitor, assess and initiate new processes, materials, and equipment to optimize efficiency and minimize costs of operation.
- Provide, on behalf of the City, effective liaison with members of council, the Ministries of Environment and Labour, the Primary Water Supply, bargaining units, London Hydro services, City staff in other Divisions and Service Areas, and Consulting Engineers.

- Adhere to the Procurement of Goods and Services Policy; includes the responsibility of delegation of procurement initiation approval authority and delegation of approval authority for professional consulting services as per policy amounts.
- Provide input to the development of the annual operating budget for the Water, Wastewater and Stormwater Division. Develop and maintain unit cost standards for all water maintenance and operations services.
- Manage the budget for Water Operations Team, prepare associated documents (i.e., business plans, business cases and presentation documents) as required. Manage and promote stewardship of financial and organizational resources. Recommend to the Director, items for inclusion in the Division’s Capital budget priorities.
- Prepare responses to inquiries from elected officials, media and the public as requested by the Director or Deputy City Manager of the Service Area.
- Represent the Division on the various boards and committees of external organizations, associations, and government partners to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required.
- Perform related duties as assigned.
Qualifications:
- Completion of a University degree in Civil Engineering or Civil Engineering Technologist designation or in a relevant area of study or equivalent combination of education and related professional experience. Registered Professional Engineer, Province of Ontario or OACETT designation is an asset.
- A minimum of 10 years related experience including senior management responsibilities.
- Water Distribution (Level 4) and Water Treatment (Level 2) Certifications as per Provincial regulations are an asset.
Skills and Abilities:
- Demonstrated knowledge and experience in the engineering of water supply and water distribution systems with an in-depth understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.
- Ability to develop a working understanding of all Federal, Provincial, and Municipal regulations and standards related to the provision of potable water and operation of related facilities.
- Highly developed analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
- Demonstrated ability to effectively manage finance and budgeting tasks.
- Demonstrated successful experience in a people leadership role; positive and proactive leadership capabilities, adept at leading a group of employees, contracted services and consultants; demonstrated commitment to developing high performance teams.
- Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.
- Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.
- Demonstrated perseverance and resilience in addressing challenges and emergent issues.

Compensation & Other Information:
$128,840 - $169,295
This posting is for 1 permanent, full-time position.
Current hours of Work: Monday - Friday from 7:30 a.m. to 3:30 p.m.
Work Arrangement: On-site. Subject to change in accordance with business requirements.
